Commercial land release justified by Local Authority employment aspirations – an assessment of effectiveness

Research Description
This paper outlines, identifies and analyses the historic employment land allocation process in South Yorkshire. The findings of the study suggest that employment allocation practices are subject to a number of economic variables which undermine their forecasts to the detriment of employment growth. To address this, it is recommended that employment land reviews should seek to predict how economic performance will impact spatial investment and employment creation to allow more flexibility in Local Plans through modelling of below trend, average and above trend growth assumptions.
